Show me one engagement where pirates fought outnumbered.
Whenever you bring equal numbers they break and run. It is very hard to get them to fight anything other than an assured victory.
This means limiting your gang to an almost suicide op just to get them to engage.
There was a time when pirates had some bravery, now its tackle a lone ship, warp in the gank squad, then warp back to pounce. 
Its not a pirate on anti pirate thing. Its common all over EvE nowadays. Expecting fair fights is stupid, expect the blob and bring a bigger one, or don't engage, thats how eve pvp works at the moment. It comes down to blob or get blobed sadly, with a few exceptions every now and then which makes it worth keep palying this game.
Its also not very strange it has come down to this:
Why should pirates expect fair fights from anti pirates in the first place? Most antipirates are there for revenge or retribution of pirate ganks of haulers etc. Why would they want a fair fight? They are there to kill you why should they make the fight even for you? They are there to kill you simple as that.
And when the anti pies blob what other option have the pirates then but to blob back? Sure we could go right in there outnumbered and just die.. And we do sometimes just for the fun of it, killing some ships before we die. Last time I did this we expected about 9 to 12 odds not to bad. We got a 9 vs 18 in the end. Even with 12 of them they would have won, however they would have taken more losses. I don't blame them really for playing safe. Why would they want to loose ships to us? Also it would be stupid not to engage with the force you have, telling ppl in the gang not to come to even out the fight.
Another problem is the kill board frenzy dominating eve at the moment. I constantly notice behaviors: don't kill him yet so I can get on KM, ppl activating their scramblers on everyone they see just to get on as many KMs as possible, I rather have the killmail then the ransom etc etc etc. Sure a kill is nice if you worked for it, but joining a fight just to get a KM? And blobs give about as good KB stats as solo kills do. So when its a fight 12 vs 9, the other 6 rush in there maybe not to ensure no losses or a certain win, but simply to all boost their KB stats.
